Knoxville Residents Voice Concerns Over Flooding Woes on Papermill Drive

KNOXVILLE FACES FLOODING CHALLENGES ALONG PAPERMILL DRIVE

On the bustling streets of Knoxville, one crucial connector road, Papermill Drive, has become a hot topic as residents express growing concerns about periodic flooding in the area. Despite its importance in linking Kingston Pike to Weisgarber Road, this road has faced its fair share of challenges, particularly during heavy rains when drainage issues come to the forefront.

The most recent 2022 technical study of Papermill Drive sheds light on significant operational deficiencies. Residents have reported high crash rates in the region, which can be attributed in part to the poor drainage system that regularly floods during severe downpours. Unfortunately, the low elevation of the area, especially around Fourth Creek, only exacerbates these flooding issues, leaving many frustrated and searching for a solution.

Proposed Improvements

City officials are aware of the ongoing challenges and recognize that there is an urgent need for improvements. The report notes potential enhancements that could make a major difference. Some of the proposed upgrades include widening the roadway, relocating streams, and improving pedestrian and cyclist accessibility. Furthermore, plans include adding multi-use paths and sidewalks, as well as a left-turn lane to help enhance safety and reduce congestion in this heavily trafficked corridor.

The Price Tag

However, one of the biggest hurdles facing any plans for upgrades is the price tag. According to estimates, the entire cost of these improvements could exceed an astonishing $15 million. As it stands, there are currently no funds available for this much-needed work.

While immediate upgrades may not be forthcoming due to budget constraints, city officials are committed to maintaining the area and keeping a watchful eye on its conditions. Eric Vreeland, the deputy director of communications for the city, assured the public, “Papermill is prone to flash flooding during extreme storms, so it’s an area being monitored closely.” He also mentioned that while there is a plan in place for the long-term upgrade of Papermill Drive, state and local funding will be crucial to get the ball rolling.

As residents navigate their daily routes, the visibility of the flooding issue remains an everyday reality. With frequent heavy rains, many locals have become accustomed to soaking wet shoes and slow-moving traffic as they traverse Papermill Drive. Despite these challenges, there remains a glimmer of hope for the future. The city has prioritized this project, and with patience and community support, there’s hope that some form of action could be taken in the coming years.
