At the time of these alleged murders, Scruggs was awaiting trial for a string of offenses in Monroe County, which included theft, auto burglary, and vandalism. Remarkably, he had missed a court hearing earlier in January 2023, resulting in a warrant being issued for his arrest.

His background is dotted with various other crimes, including earlier arrests for assault, trespassing, and resisting arrest in Knox County. In fact, just four days before the deadly confrontations, Scruggs was taken into custody for breaking into a vacant apartment on Clinch Avenue.
