KNOXVILLE, Tenn. — A Knoxville man has been sentenced to 15 years in federal prison after he attempted to solicit sex from someone he believed was a 13-year-old girl, who was actually an undercover FBI agent. The sentencing took place on Friday, marking a significant step in the battle against child exploitation.
Dominique Starr, 29, pleaded guilty to one count of enticement of a child. In addition to his prison time, he will be on supervised probation for 20 years after his release. As part of his probation, he will be required to register as a sex offender and comply with several special conditions related to his status as a sex offender during supervised release.
The case began in October 2022 when Starr started communicating with an undercover agent he believed was a young girl. He solicited not only nude photos but also indicated he wanted to engage in sexual activities with her. According to records from the U.S. Department of Justice, he made several attempts and even went as far as threatening to stalk, kidnap, and rape the supposed minor.
Starr’s actions drew the attention of multiple FBI agents who reported encounters with him after he sought nude photos and arranged meetings for sexual encounters with individuals he thought were minors. A thorough investigation revealed Starr had been in contact with 47 other suspected minors, whose ages ranged from 9 to 17 years old, over various social media platforms.
This case is part of a broader effort known as Project Safe Childhood (PSC), a nationwide initiative that was launched in May 2006 by the Department of Justice to tackle the growing issue of child sexual exploitation and abuse. The project’s aim is to protect children from harmful contacts and to enhance the ability of law enforcement to combat such crimes.
The Knoxville community is reeling from this event, prompting discussions about the need for enhanced vigilance regarding online safety for children. Parents are being reminded of the importance of monitoring their children’s online communications and educating them about potential dangers.
