Knoxville’s Skyline Set to Change with New Luxury Apartment Tower

In the heart of Knoxville, an exciting shift is happening in the skyline with the upcoming construction of a new luxury apartment tower named Hill & Locust. This 18-story addition is poised to connect downtown Knoxville with Neyland Drive, right near the Henley Street Bridge. However, not everyone is thrilled about this development.

Neighborhood Concerns

Some residents, particularly those living at the nearby Overlook condos, have expressed concerns over the project. They fear that the towering structure will block their stunning river views. Neighbors have raised their voices, claiming that the plans for Hill & Locust may hurt the neighborhood’s walkability and escalate traffic congestion. Many believe the new building doesn’t quite fit in with the style of the other buildings surrounding it.

After months of spirited discussion, the residents’ voices have been heard by both the Knoxville-Knox County Planning Commission and the Knoxville City Council. However, the commission denied their initial appeal, and their ultimate plea to the city council was also turned down unanimously on September 17.

A Look at the Design

Let’s talk about what this new structure will look like! The building will be situated on a steep hillside that has quite a unique layout. It will connect the typical downtown sidewalks above to Neyland Drive and the river below. Think of it like a bridge to the greater outdoors!

After a thorough review process, including some back-and-forth between the developers and the planning board, significant design alterations were made to address concerns. The original plan for a massive five-story parking garage was modified to minimize its impact. Instead, the parking garage will now have two entrances and will wrap around the development. There’s also a trendy diagonal pattern added to the garage’s exterior for a little flair!

The entire structure includes various segments: the back courtyard will rise to 16 stories, while the side near Henley Street features 15 stories. The section facing downtown on West Hill Avenue will extend to six stories. This compact mix brings visual diversity to the skyline while providing ample living space.

Enhancements for a Better Experience

One noteworthy feature is the decision to redesign parts of the first floor to better serve pedestrians. Near the corner of Front Avenue and Locust Street, the developers plan for an art studio, bike room, and a pet space to promote community engagement. All these spaces will be available until retail becomes vibrant in the area around the Tennessee River.

To even things out, the development team has promised to add trees and build new sidewalks along Locust Street and Front Avenue to enhance walkability. They also have plans for a new crosswalk on Locust Street that will connect to a path leading to the pedestrian bridge over Neyland Drive.

Now that construction has secured its necessary approvals, the project will go through the regular permitting process set by the city. Residents and curious passersby can look forward to witnessing how this new development unfolds.
