This legislation passed through the Tennessee House and Senate with overwhelming support, changing previous restrictions based on outdated population data. Now sports fans and concert-goers can enjoy their beverages during events, making the stadium more competitive with those in larger cities. Exciting news for Knoxville! The city is on the verge of bringing a whole new flavor to its downtown stadium, thanks to a recent bill passed by Tennessee lawmakers. This bill now allows liquor sales by-the-drink at the highly anticipated Covenant Health Park, which is set to host the Knoxville Smokies, One Knoxville SC, and a lineup of thrilling events including concerts and festivals.
It all started when Senator Becky Duncan-Massey stepped up to the plate, introducing the bill known as SB 0320 back on January 27. Fast forward to the present, and the bill is now heading straight for the governor’s desk after breezing through both the Tennessee House and Senate with overwhelming support. The House gave it a hearty thumbs up with a 70-14 vote, while the Senate approved it on February 24.
But wait, there is more to the story! Current state law previously prevented liquor-by-the-drink licenses in counties with populations under 500,000 — a figure based on 1990 census data. Knoxville’s own Knox County had a population of 335,749 according to that census, making it ineligible. However, the brilliant minds behind this legislation have proposed to lower that threshold to 350,000, utilizing the more recent 2020 census data showing around 478,966 residents living in Knox County. This update ensures that venues in Knoxville will play on the same level as those in bustling cities like Memphis, Nashville, and Jackson.
The bill does come with some regulations attached. An amendment includes sunset provisions for liquor sales specifically in Hamilton County, which means that they will need to conduct annual public safety reports related to these sales, with a deadline set for March 1, 2030. On the brighter side, Knox County facilities, including our beloved Covenant Health Park, will not face any such sunset restrictions!

With this new law, liquor can be sold during the action-packed baseball games at the stadium, allowing attendees to enjoy their favorite beverages while cheering for their teams.
