KNOXVILLE, Tenn. — The first stage of what has been labeled the **largest ADA improvement project** in Knox County has successfully wrapped up. This exciting development comes after the county released a mandated transition plan in 2023 aimed at enhancing access for all residents, particularly those with disabilities.
Improvements made at Carter Park include renovated sports fields, updated dugouts, accessible restrooms, and a brand new playground, all designed to meet **ADA compliance**. This means that visitors of all abilities can enjoy the park comfortably and safely.
“The playground used to be located in a more remote part of the park,” said Carly Pearson, Knox County’s ADA coordinator. “We managed to relocate it closer to the ball fields. This change allows parents to keep an eye on their kids while enjoying a game or practice.” The new playground features special equipment that is wheelchair accessible, ensuring that every child can participate and engage with their peers.
Looking ahead, the second phase of construction is expected to be finished by October. The full project, which also covers improvements to the nearby library, senior center, and high school fields, is scheduled for completion in April 2025. This ambitious effort reflects the county’s commitment to improving access and inclusivity for all community members.
“The inclusion of a playground that welcomes all abilities is a significant milestone for us,” Pearson added. “It’s incredibly satisfying to see equipment designed for everyone, whether you can roll in a wheelchair or need assistance getting onto the platform.” Knox County Mayor Glenn Jacobs echoed this sentiment, remarking, “Nice parks are vital to our community because they help enhance a great quality of life. We want everyone to enjoy our parks and are dedicated to offering all residents opportunities for recreation.”
In 2018, the county initiated plans to improve accessibility across various properties. They hired a consultant to assess the areas in need of change, leading to the development of one of the **largest transition plans** in the country. Although the original proposal projected a **$100 million** expenditure and a **40-year** timeline, the plan was completed in just three years due to effective management.
The transition plan is significant because, without such measures and an appointed ADA coordinator, Knox County could face penalties, lawsuits, and the risk of losing vital federal funding.
Carter Park itself spans 30 acres and boasts several sports-related facilities, including four baseball/softball fields, a pavilion, a basketball court, and a walking trail that measures 0.3 miles. The park is also home to a large playground area, ensuring there is something for everyone, regardless of age or ability.
With the completion of the first phase of this ADA improvement project, residents of Knoxville can look forward to improved access to community recreational spaces.
