Former Police Officer Pleads Guilty to Federal Child Pornography Charges

Former Knoxville Police Officer, Dan Roark, has pleaded guilty to federal child pornography charges, according to recently obtained court documents.

The plea agreement outlines that Roark admitted to one count of conspiracy to sexually exploit a child and one count of receipt of child pornography. The case dates back to early October 2023, when an anonymous tip reached the Scott County Virginia Sheriff’s Department, revealing that a juvenile was sending child sexual abuse material using a cell phone.

Upon investigating the juvenile’s phone, law enforcement officials discovered incriminating text messages between the juvenile and Roark, dating back to as far as 2019. A crucial piece of this investigation noted that Roark had explicitly demanded child pornography from the juvenile.

The plea agreement also brought to light a shocking revelation. The juvenile’s mother collaborated with Roark and assisted in creating the child sexual abuse material. Both faced severe legal repercussions for their actions.

The prosecution has agreed to request a maximum sentence of 25 years for Roark. However, his charges include a minimum imprisonment period of 15 years. Following his prison term, Roark faces supervised release and is liable for substantial fines, assessments, restitution, and mandatory restitution, potentially totaling tens of thousands of dollars. Each charge carries the potential of fines up to $250,000.

The plea agreement also mandates the destruction of the phone Roark used to contact the victim, ensuring it cannot be used for further harm.

Roark was apprehended in November 2023. Upon his arrest, Knoxville Police Chief Paul Noel expressed deep concern, describing the allegations as “deeply disturbing and abhorrent.” Roark, who had been with the police department since 2007, was dismissed a week after his arrest, following an internal investigation.

With the legal process underway and Roark’s guilty plea in place, this case serves as a stark reminder of the importance of vigilance and accountability within law enforcement. As the community awaits the final sentencing, the focus remains on justice for the victims involved.
