Knoxville Unveils 180 Mixed Income Homes in Downtown
Knoxville has recently marked a significant milestone in its effort to provide affordable housing options with the grand opening of Phase Two of First Creek at Austin. Located at 1250 Elston Turner Drive, the new homes were celebrated during a ribbon-cutting ceremony that took place in August 2024.
Housing for Everyone
The newly opened phase adds 180 one-to-three bedroom homes to the downtown area, building upon the success of the project’s first phase, which was completed in December 2021. The first phase saw the addition of 105 homes, all of which are now fully leased. This second phase aims to accommodate a range of incomes, with some units set aside for those earning very low incomes, while couples with an annual income of up to approximately $47,000 can qualify for the new homes.
Community Support
The event was attended by various community leaders, including the Mayor of Knoxville, Indya Kincannon, who emphasized the importance of not just affordability, but also enhancing the quality of life for residents. Councilperson Gwen McKenzie highlighted the potential of the new neighborhood to foster community spirit and opportunity, referencing families who had previously lived in the old Austin Homes.
Collaboration Across Levels
This major development was spearheaded by the Knoxville’s Community Development Corporation (KCDC), but it was a true collaborative effort involving federal, state, and local agencies. Funding for the project came largely from a total of $19.6 million in low-income housing tax credits awarded through the Tennessee Housing Development Agency (THDA). These funds are crucial in facilitating the development and ensuring it remains affordable for residents.
A Look Ahead
Scott Broyles, a member of the KCDC Board of Commissioners, spoke during the ceremony, underscoring the mission of KCDC to create not just homes, but vibrant communities. The opening ceremony also hinted at future enhancements for the area, with plans for additional phases. A third phase is already in the works to expand First Creek at Austin further, potentially adding 161 more homes.
Amenities and Future Development
Residents will benefit from a variety of amenities within the new development. Plans include upgraded finishes, a fitness center, a resident lounge, a pet spa, a playground, and Wi-Fi in common areas. The site will also host an early childhood and health center, community spaces, resident gardens, a park, and a greenway that will connect to the future multi-use stadium, set to open in 2025.
Additional infrastructure investments have been made, with the city contributing $14.1 million for site-wide infrastructure support. This includes new utilities, sidewalks, and roads to improve accessibility. A new crosswalk, equipped with flashing lights, has been established for the safety of children traveling to the nearby Green Magnet Academy.
