KNOXVILLE, TN — Phase 1 of Landmark ADA Improvement Project Completed
The first phase of a significant accessibility improvement project at Carter Park in Knox County has officially been completed. This development marks a major milestone in what officials have called the “largest ADA project” in the county’s history.
What Has Been Done So Far
The improvements made at Carter Park include renovated fields and dugouts for sports, accessible restrooms, and a brand new playground, all designed to meet ADA compliance standards. Relocating the playground was a notable aspect of the project; it has now been placed closer to the sports fields, allowing parents to keep an eye on their children more easily while they enjoy the park’s amenities.
Carly Pearson, the ADA coordinator for Knox County, expressed enthusiasm about the upgrade. She remarked, “The playground used to be located in a more remote location of the park, and we were able to move it down towards the ball fields to give parents more visibility with their kids.” She added that having such a fully inclusive playground is wonderful for the county, enhancing the recreational experience for all visitors.
Background on the Project
The groundwork for this extensive accessibility project was laid in 2019 when the county adopted a federally mandated transition plan, which aimed to identify and remove barriers for individuals with disabilities. In 2018, the county engaged a consultant to assess properties for accessibility, leading to what is now one of the largest transition plans in the country on a per capita basis. The overall cost of the project was projected to be around $100 million and is expected to take 40 years to complete in full.
The initial plan was implemented soon after its completion, with updates made in 2020 to further identify accessibility barriers across all county facilities.
What’s Next for Carter Park
Looking ahead, Phase 2 of improvements at Carter Park is expected to wrap up by October. The entire project aims for completion by April 2025, with plans including enhancements at the nearby library, senior center, and improvements to parking and access to the high school fields.
Pearson pointed out why Carter Park was prioritized for the upgrade: “Carter was planned as one of the first multi-phase projects because there is a Senior Center, a library, a playground, and a park all located within one area.” She highlighted the importance of engaging all community members, stating, “I’m so excited to see playground equipment that you could roll a wheelchair onto or you could transfer a child into easily. Everyone can be engaged with the community, not sitting sidelined.”

Glenn Jacobs, the Mayor of Knox County, also shared his thoughts on the improvements, noting, “Nice parks are vital to our community because they help enhance a great quality of life.” He expressed commitment toward ensuring that all residents have the opportunity to enjoy the county’s parks and recreation areas.
Carter Park spans approximately 30 acres and features multiple amenities, including four baseball and softball fields, a pavilion, a playground, a basketball court, and a walking trail.
